Default Bouys off the Encinas power plant in Carlsbad.

I fished a 1/2 mile off the Encinas powerplant last Thursday with a friend. There are a string of bouys in a circle with a bunch of sea lions hanging about. We spent the day drifting through these bouys. Anybody know what they are for. My friend caught a keeper halibut and lots of bites on small fish all day long.

My guess would be a large kelp forest.

I believe they are for alignment when the oil tanker comes in to bring oil for the power plant. They pump it to the plant from the tanker.
