I'm taking a trip down to San Diego Between March 13th-17th. As of now i'm playing on spending at-least 3 full days in San Diego (May take the amtrak up to LA for a day) and im looking for some fun things to do. I'm only 20 year old so Bars are not an option but i'm looking for some good places to eat recommend by locals.
What are some fun activities besides the typical tourist attractions? I will being staying with a friend but may have to use some public transportation to get around, any advice with that?

You're coming from Washington, right? You are going to need SUN on a beach. Best way to do that is to take the Coaster train all the way from downtown San Diego to Oceanside in North San Diego County. It goes along all the nicest beaches with stops along the way. You can get off to eat, etc. Encinitas would be a good beach/eat stop. Then, you can take the Amtrak from Oceanside to L.A. & stop at the beaches in southern Orange County. My family did that a lot for the views & to avoid traffic.

I'd skip L.A. There isn't enough time to do SD justice on three days.
See if you can rent a sailboat or take a sailing, surfing, etc.. lesson at Mission Bay Aquatic Center, San Diego, CA

La Jolla, Del Mar, Encinitas, and Carlsbad are some towns to explore if you head to "North County".
Balboa Park is also still worth a visit, even though it's a typical tourist destination. The Midway too, if you're into WWII stuff.

It would be helpful to know where the friend who you will be staying with lives. That will make it easier to make suggestions of things to do, places to eat, and what type of public transportation will be most convenient for you to access.

Also, do you have a spending budget for your weekend ($100, $200, etc.)?

San Diego is doable in 2-3 days if you have a car and don't intend to visit time-consuming attractions like the zoo or Seaworld.

I have a passport and an Enhanced Drivers licence but I know about cero espanol and not sure how time consuming crossing the boarder will be.

Super Cucina - 3627 University Avenue.
You can take the #7 bus - depending on where your starting point is. Cheap enough you and your friend can eat for $20.

Spend time in Balboa park, and then walk up Sixth Avenue to University Avenue and eat at one of the restaurants in Hillcrest (University Avenue between 1st Avenue and Park Boulevard). Supercucina mentioned above is at University and 36th Street.

But as RosieSD asked, where is your base of operations? It would help to determine what is accessible. And besides eating, what are your interests?

Architecture and old neighborhoods? Mission Hills, South Park, North Park (east of the park), Kensington.

Tall skyscrapers? We aren't too hot in that department.

Beachs, harbors and sailing? You might want to take one of the harbor cruises. Walk the Pacific/Mission Beach boardwalk - too cold for swimming though.
