Yes... in that certain owners are not permitted to accept vouchers.

Members of Congress/HUD are generally prohibited.

As are Owners with a History of criminal behavior and HUD.

Then the unit must pass the Housing Quality Inspection and continue to do so.

Lastly the rent asked must fall within program guidelines and the owner must be willing to accept what Section 8 is offering.

Now for why many owners no longer participate.

Bad Experience
Able to rent for more than Housing is offering.
Requirements that Housing imposes that owner does not need if not participating.
Delay in approval/inspections.
HUD no longer participates in damage or unpaid rent claims.

At one time about 80% of the units I managed were under Section 8... now I have just a few legacy tenants.

The last time I put in for lease approval there was a 10 day turnaround which is lost rent because I had folks willing to move in that were not on the program.

For Vista:

Try to stay south of Hwy 78, which runs west & east & sort of bisects the city. There are nice apts. & amenities in the Shadowridge neighborhood...unsure of Section 8 availability.

Avoid northwest Vista, near the Oceanside border & along N. Santa Fe Street. Especially avoid the "Townsite" neighborhood.

Some nicer apartments have been built recently in the N. Melrose/Bobier Streets area, I don't know if they take Section 8, or if the overall safety along there is better.

You can orient yourself to Vista re Google maps. If you have questions about particular areas, you can DM me.

Also, as someone else suggested, you may want to look into Temecula & Murrieta, which are in Riverside County, north of San Diego. They are newer communities, fairly safe & clean. I would choose those areas, if possible, rather than Vista at this point in time. Good luck.
