Just wondering if such a thing exists. It would be nice to be able to have a conversation without shouting.

Edit: A couple people have recommended some dive bars which typically have loud music playing and would eliminate the possibility of having a conversation without shouting.

If it did there would be a reason for that and it would probably indicate a lousy bar or lounge.

Try the restaurants off Morena Blvd. Just east of Mission Bay.

Lots of dive bars with craft beer and great food. It gets a little noisy later in the evening but it's tolerable.

This right here^^^^

I remember I went to San Diego with my wife. We wanted to visit. Ended up going to Gaslamp district. Decided to eat at this restaurant that wasn't so crowded. Yeah the food was absolutely horrid. Expensive and bad.

If it's empty while everyone else is packed there is a reason why.

Handful of good options in Little Italy within a short walk of each other. Just north on India St. you have a few (Aero Club, Starlite, Shakespeares (when a soccer game isn't on)). Less tourists and rowdy college kids in these areas.

Very true.
If you like good wine and Italian food Baci is a good option.

A couple of months back I met a friend at Ballast Point in Little Italy. It was definitely busy but big enough to handle the crowd. No music, plenty of sports on TV and we were able to hold a conversation easily. Oh, and fabulous beer!
