Just my two bits: I had a great experience with a Realtor in the North County area of San Diego in case anyone want her contact info.

Note: We moved from NYC to SD in January and so we were asking around for neighborhoods as well. We ended up buying a home in Scripps Ranch. It is very nice and safe here. Great branch library as well.
I agree, all those places are perfect for raising famlies. I'm biased because I grew up in Poway/RB, but the schools are excellent and there is almost no crime. Back in the day, I was one of Poway High's troublemakers. Still, I turned out to be a CPA. My point is, even the troublemakers in the area end up being professionals. Good luck.
