Kettlepot is right, it really depends on where you are in the county as to where it starts getting hot.
In Mission Valley, you literally can feel the temp. drop as you drive on west on the 8 where the 5 crosses it.
Mira Mesa is very hot, Poway very hot, (just west and east respectively of the 15).
In North County, I live about 12 miles (roughly 20 minutes east of the beach), and it doesn't cool down until about 5 miles from the beach. We do get quite the breeze on most days, so like today, it's about 80 degrees, but there's a nice cool strong breeze, so no A/C needed.

We're planning on moving to Oceanside and renting a 4bdrm house, so at least 1700 sqft. I'm trying to do a budget, and this is what I have so far:

Electric: 100
Water: 75
Trash: 30
Gas: 30

Is this remotely on target? If it helps, we keep the thermostat set at 75 during the summer, and 65 in the winter, so we hopefully won't be using the central air/heat too much. We are a family of five, so water useage is definitely an issue...

How much is telephone service there? When I last lived in Cali (2001), phone was cheap, around 35/month with call waiting, voicemail, etc. Here in AZ for the same basic crap it's around 60.

Use VOIP for phone. Comes with free long distance to US and Canada and all the regular features like caller id, call waiting, voice mail, call forwarding etc for around $20 a month. I have been a satisfied customer since December 2003. You have to have cable modem (fast internet) though. PM me if you want to know more details.

We had Vonage at our last place, with our cable internet, and it worked great! We tried it in our current place, with our dsl (through phone co,not cable), and it was awful. As long as our new place has good high speed, we plan on doing Voip again, thanks!

Try sunrocket. Cheap and reliable. They also give an extra number, free phone, international minutes etc.

Were leaving based housing which is not paying any utilities . I know this is not stupid idea but were planning two move a cheap townhouse but descent . But Im wondering the bill how it gonna cost.... we have to pay everything water, electricity trash and something else. I hope we can deal w/ it.

92120 - Del Cerro/San Carlos Area. It looks like you are living in a hotter part of the coastal mesa.

My guesses (monthly):

Water: $60 - $70 month
Electric: $50-$60 October through June; $125-$200 July, August, September for the A/C
(assuming you have natural gas for the heat, water heater, and range)
Gas: $30-$40 March through November; $80-$100 December, January, February
Trash: If you are paying for it, you must be living in San Carlos - I'm not sure how much that would be.
Phone: Basic land line service $20, but if you add bells and whistles you will pay much more
Cable: Probably $99 unless you add on extras.

If you practice economy measures you could lower these totals. If you crank up the heat like it's Louisiana in the summer time, or the A/C like it's Minnesota in February, you could pay a lot more.
