Programs such as Section 8 housing use 2 per bedroom, plus 1 to determine if a family is over or under housed.
The common scenario is a single parent with two children... the children would have the bedroom and the parent would be expected to sleep in the living room...
The Uniform Building Code, which most jurisdictions in CA adopted, also has occupancy standards that generally apply to hotels, motels and shelters... it is based on square footage and generally works out to be a rather high number of occupants per unit.
