Try meetup.com as it doesn't cost a penny and there are lots of other people in your age group who have also relocated to San Diego and are just looking for cool people to do stuff with. Some of them are international students, some of them are Americans who just relocated here, and others are just locals looking to meet a few new people. Generally someone posts an event (a party they're throwing, a sports game they're playing, or an event like a hike) and then other people say they'd like to go. Some of the people you'll click with and others you won't but the people you do make friends with you can later do stuff together without the people you don't like.

Try networking groups too, apart from business you can meet people there

Join a small group within a church. Most churches have these and strongly encourage joining them. They usually have groups of all ages, and a group of about 6-8 usually meet at someone's home (or you can host one at yours). You get very close because you begin sharing your lives and see each other weekly. It has worked well for me. Only problem is occasional "flakeage" with people sometimes not showing up for the group, but that happens everywhere.

My wife and I have lived here for seven years but allllll of our friends are having kids now and we aren't planning to have any for awhile so we need to find some new people to hang around. We like outdoors, shows, music, motorcycles, dancing, everything, big into climbing and hiking. We know our way around San Diego and LA. I am in my mid 30's and she is in her mid 20's. We like to have fun and enjoy life. Road trips, sporting events, poker, good food. We are professionals and live in Del Mar.

meetup.com....once again, is great. You can just log in and pick your interests and join up with groups who do similar things as you guys do.
