1. File a police report immediately in the jurisdiction where it was stolen, this proves to credit providers you were diligent, and is a first step toward an investigation (if there ever is one).
2. But here's what is perhaps most important: (I never ever thought to do this) - Call the three national credit reporting organizations immediately to place a fraud alert on your name and SS#. I had never heard of doing that until advised by a bank that called to tell me and application for credit was made over the Internet in my name. The alert means any company that checks your credit knows your information was stolen and they have to contact you by phone to authorize new credit. By the time I was advised to do this, almost 2 weeks after the theft, all the damage had been done. There are records of all the credit checks initiated by the thieves' purchases, none of which I knew about before placing the alert. Since then, no additional damage has been done, and the thieves threw my wallet away this weekend (someone turned it in). It seems to have stopped them in their tracks.
The numbers are:
Equifax: 1-800-525-6285
Experian (formerly TRW): 1-888-397-3742
Trans Union: 1-800-680-7289
Social Security Administration (fraud line): 1-800-269-0271

Your efforts shouldn't stop there. Remember, ID theft is much more than just fraudulent credit card use.
  • Report the loss or theft to the issuers of those credit cards, including store-issued cards, ATM or debit cards. This becomes easier if you have a list of all the cards you carry with you - complete with card numbers, the issuer's name and phone number - stored in a safe place. Follow up your phone calls with letters that include the date your cards left your possesion, the date you first reported the loss and your account numbers.
  • If you carry your social security card with you, or if any other document you carry contains your social security number, your risk for ID theft increases exponentially. The U.S. Social Security Administration echoes the advice above to contact law enforcement immediately upon realizing your personal information has left your control, but also advises calling them at 1-800-772-1213 to request a replacement card (and possibly new Social Security Number) immediately.
  • Your driver license, regardless of whether it includes your social security number, can also be used against you. So, you should also report its loss or theft to your state department of motor vehicles and request a replacement as soon as possible.
  • Other documents in your wallet, such as insurance cards, library cards, appointment slips from doctors' offices, membership cards, sales receipts and others, can also be used by a motivated ID thief for some form of gain. Report the theft to all of these entities when you request replacements.
  • Check with your state Attorney General's office upon the event of the loss or theft to see what consumer protections are available in your state.
  • Continue to carefully monitor not only your credit report, but also your bank billing statements for unauthorized use.
You should still be able to get a replacement SS card and ID with little hassle. You still have utility bills and whatnot, right?

as far as your ID:

They have your thumb print on file.

If you still have a expired license it is valid to the DMV and the law.
You probably have your marriage license so you can still get married. No proof needed once you have the license, you will need your birth certificate to get a marriage license if you don't have it.
You will need a new social security card anyway, and you have to have that before they will issue the new drivers license with your new name.

You have no old bills, no pay stubs, no bank statements, etc? In this day and age I find it hard to believe you have absolutely nothing that can identify you.

Call and talk to an actual person at the DMV. There is contact info. with a phone number you can call and they might be able to let you know what you need to do. Good luck!
