Default Good Location for Apartments?

A constant theme here has been "increase in apartments"="downturn in the area." (University in La Mesa, Casa De Oro in Spring Valley, etc.)
Unfortunately, apartments are the only option for some of us. Can you name some nice areas with apartments? Preferably in La Mesa, or at least east of I-15, north of 94, and south of 52?

Unless you live in the trendy areas like Hillcrest or whatever, apartment complexes in San Diego (especially the big, old ones) and apartment-dense areas tend to be full of druggies, section 8, low-lives, crime.

Personally if I were renting an apartment in San Diego county I would look at someplace like UTC or Carmel Valley and eat the lousy commute. Mission Valley or even Downtown SD is another option. East of I-15 the apartments are plagued with meth.
