Question Where in San Diego is safe to move to for a non-driver?

I live in Carmel Valley right now. There is no transportation here, and I don't drive. I am looking for a place that has access to a grocery store and pharmacy with in walking distance, and a place that I can hop on the bus/trolley to go downtown, or to any other errands I may have.

It also has to be relatively safe. I want to be around neighbors who are friendly and watch out for each others safety, and I want to feel safe when I have to make an emergency run to the grocery store or drug store in the middle of the night. I want to live in area where the people in the local business know me by name, and wander where I am and how I am doing if they don't see me for a while. This is what I mean by relatively safe.

The other thing is that I can't afford a condo above $100,000
Does anybody have any Ideas about areas in San Diego that is like that.

This is what I looked into already:

Normal Heights:
Good Transportatipn
Walkable
Ok Services
Not so Safe

College East:
Good Transportation
Walkable
Good Services
A little Safe

Mission Valley
Great Transportation
Less Walkable
Great Services
Moderately Safe

Sierra Mesa
So-So Transportation
No so Walkable
A few Services
Pretty Safe

Grantville
Ok Transportation
Less Walkable
Good Services
A little Safe

Mission Valley is probably your best bet.

I would disagree with the not so sae part of Normal Heights. I used to live there and have no car like yourself. It's not too bad. I live in Mission Valley now and for not having a car, it's perhaps best.
