You know the basics...small, sparsely populated, remote with difficult access. Mostly retirees and desert rats.
There have been various attempts to create a resort destination a la Palm Springs... but without the infrastucture, golf courses, freeway access, and historical precedent, that has proved elusive.
What else would you like to know?

Borrego was just a town then in the 80's I believe in the southern part they built a resort area called the Casitas. They had big dreams for it to become another desert resort. The area didn't do great, it sold some but many stayed vacant. They added on new areas like Santa Fe and The Estates. Very nice homes and townhouses. They sold here and there. But with the shadow and celeb view of Palm Springs area it didn't boom. If it was going to it would have. The company finally bought La Casa del Zoro after the Connery...Conelly ??? son ran it to the ground.
Now it is a empty hotel and resort which is very sad because I remeber when it was lively and open to the locals and the fun we had. Now they closed it to to anybody but renters and raised prices.
They finally just built the new mediterranean style homes out in Borrego Ranch(the before mentioned home area) for some reason. They refinanced the area so much they've renamed it 3 times from Rams Hill, to Montesoro, and now recently Borrego Ranch. They have golf courses but they've had so many that after a while they just let them die.
Now the town is a desert folk place for sure. The people are fun to watch in there local hangouts like Carlees a very good bar and dinner. Plus the local mall named The Mall haha. Not a place I could stay to long in, but the people are fun, I was there not that long ago and watched the locals do karaoke at Carlees now that was funny. The residents hate the condo area and the wealthy people that buy their 5th heak 10th home there because they want there town to stay small which it should because Borrego will not become a new hip resort if at all for a long time. To the north they have the citrus fields where Grape fruit I believe is grown and it smells great in the blooming season. They also have the badlands where the watershed and mud cliffs are, very cool to see. Also the homes in town are very nice in some places and not so great in others.

Lack of freeway access is what kept (keeps) Borrego from becoming Palm Springs caliber. The main route down, "the grade", is ridiculous--make sure your car is in good working order before taking that "road". Banner Grade (78) is steep too but not as narrow and winding as as the "grade" IMHO.
After a good rain year, though, the wildflowers are gorgeous around mid-March and worth the trip for that alone.
