I think Richmond is probably correct. There are even rundown properties there for about $100k for sale. I'm guessing the rent is probably really low too. By the way it is considered one of the most unsafe cities in California, supposedly some parts are really bad, and those parts tend to be the least expensive.

I lived in Campbell, South and North San Jose. Also Hayward.
