It's also tops in crime - at least in Northern California.

Very true. There is Bay Point, Richmond, Hayward, San Leandro, Antioch and many other cities I would never live in due to crime.

It also includes Fremont, Dublin, Pleasanton, Livermore, and San Ramon. Those are the cities I think of when I hear "East Bay".
