Is the FCC going to investigate every time the signal is weak in the tunnels too?

Because even when it's on, the reception SUCKS on Bart. Did people even realize the service was off until BART said they turned it off?

BART limited access to the airwaves the same way the Park Service limits access to the airwaves in the middle of Yosemite.

An argument can be made about the context, but as a matter of law, BART is under no duty to provide cell towers in its underground stations.
