I will be travelling by BART to the fruitvalle station for an event at the CAL Crew Boat House on Glasscock Street. Would I be able to get a cab from the Fruitvalle station?

I would just walk; it's about seven blocks away. You'd exit the BART Station and follow the street where the buses are until you reach San Leandro Street. Turn left onto Fruitvale going towards the highway (880) where you'll see a Popeyes and an Office Max. Once you're on the other side of the overpass, turn right onto Elm Street and then make the next left onto Lancaster. Stay on Lancaster until you get to Glascock.

This area's called Jingletown. It's a mixed income area that has a lot of families and artists. It's safe to walk through at night and in the daytime. The Fruitvale BART area though is a little more problematic at night though generally not in the daytime, and the stretch of Fruitvale Avenue between the BART Station and the freeway overpass is pretty barren until you reach the shopping plaza. What time of day would you be getting to the BART?

There should be, most bart stations do have cabs.

Yes, there is a taxi queue at the station, never used it myself but it is apparently there and open for business.

If you look on google maps you can see the taxi queue which is just south of the station in a little drop-off section of the parking lot.
