My wife has about a 15 minute walk from the 4th/King Caltrain station to her office in the city. This morning she got soaked with the wind and rain. Her umbrella was useless - in fact it was destroyed by the wind.

Not an unusual occurrence. Happened to me twice last year when I was working in the city.

This morning as she disembarked the train, my wife happened to notice a fellow commuter using a full-length parka with a hood which also covered the lady's backpack. Where can we find one of these or something else recommended for San Francisco commutes during the rainy season? Please recommend a brand/model and also a store where it can be purchased.

Perhaps you're looking for a rain poncho that can be bought at some outdoors shops, e.g. rei.com

Eddie Bauer used to have some stuff too. However, for some strange reason I've not shopped on their site in awhile. You think I would because I got drenched in a deluge on Friday.

Probably REI or the North Face are a couple of better options.

You can also check camping websites. In fact, I just got an email from Camping World today saying they were having a web only sale today.
