Maybe I'm missing something. A 4 bedroom house renting for under $2400 will be very hard to find in the near-East Bay, outside of certain areas in Oakland/SL/Hayward that are perceived as less desirable. Phoenix is delightfully cheap, and people moving to anywhere in the Bay Area will have some degree of sticker shock. Because you are home schooling, you might consider one of the three cities I mentioned; try to live as far up in the hills as your budget will allow; and be prepared for some safety issues (burglary, not street crime).
