I don't know where the projects are in those neighborhoods but iv probably passed right by them. Washington heights was not pretty and neither was Harlem.

No it's not. Much of the Lower East Side (mainly Chinatown), Central and East Harlem, and Washington Heights aren't expensive. Kips Bay and Murray Hill are average at best. These neighborhoods comprise a significant portion of Manhattan, so it's not fair to say it's all expensive by any means.
