Yep, as is Baltimore which is an independent city, not part of a county despite the fact that Baltimore County is near it.

San Francisco does have a widely used abbreviation - SF. Besides being widely used, this abbreviation has the advantage that it uses the actual first letters of the actual name of the city. I've also heard it frequently in spoken conversation.

Whether SF or SFO is more acceptable is anyone's judgement, as long as it doesn't confuse the reader, because neither of them is that widely used orally.
It's not anyone's judgement. SF has the two letters that begin the words San Francisco, SFO has an additional letter with no signification. So it is objectively a less accurate abbreviation.

I wonder why San Francisco is so often referred to by the name of it's airport? I don't usually see this for other cities. No one writes LAX to refer to the city of Los Angeles, JFK for New York, ORD for Chicago, CDG for Paris, or LHR for London. I've never seen SVO as an abbreviation for Moscow, NRT for Tokyo, or YYZ for Toronto. People only use those codes to refer to the actual airports in those cities, but for some reason SFO is considered an abbreviation for SF?

They've said that "San Francisco 49ers" as a whole is a trademarked moniker. Santa Clara might want to add their name, but that almost certainly won't fly.

Yes it is. Sounds increasingly likely they will stay in Oakland, and not have to share with the Niners, nor move to L.A.
