No it would not. They have to comply with their Negotiated Settlement Agreement.

They are supposed to be stopping stuff like that from happening.

And the monitors are court appointed, not Feds.

True. Technically they are not in receivership but they are just one tiny step from that.

What's true? If they went into receivership they still wouldn't be disbanded.

They operate under a Negotiated Settlement Agreement currently.

You don't think if another Rider's scandal occurred, they wouldn't be disbanded or at least completely reformed?

Sure I do. They just wouldn't disband the PD to do it. /shrug

Overseer and cut out the bad apples works.

They are squeeking by in complying with their agreement now though.

It kinda looks like it's gentrifying to me a little bit.

Oh. I took a look at google earth. Streetview was 2011.
