The socioeconomic problems will get fixed when the trouble gets priced on out of here and flocks up to Richmond.

Oakland city government is a joke, but I like the approach here. Let's attract more productive people, more tourism, more families buying homes, more small business owners, etc. It makes more sense to stamp out crime in communities that will serve as your tax base. Putting more resources in DEO would be engaging in a battle that will be about as successful as The War on Drugs. If you can't beat them, you price them out of your community.
