The Pacific Manor district of Pacifica takes the cake for sure. White-out fog and torrential winds all summer long!

Here is another vote for Daly City or the north end of Pacifica. The Outer Sunset and Half Moon Bay don't strike me as being as foggy in comparison, although I don't frequent the latter as much. I used to live in the Outer Sunset, and that whole area was far too gray for my liking.

Jalama Beach is the foggiest place on the West Coast*. However there is no where to live there and it is over 250 miles away from SF. LOL!

*Why, you might ask? You can thank the combination of the Great Fog Bank and The Catalina Eddy. The two areas intersect there.
