Chefs, restaurants, coffee shops, breweries and bars that are setting innovation and quality standards for the SF (and national) independent food scene, often coupled with high-level aesthetic design. Stone's Throw and Verbena in Russian Hill fit this bill, but there are just more south of Geary.

I think this, coupled with strict rent control, is the answer. Pacific Heights and much of the larger houses in the Marina are mostly owner-occupied, so they will always be kept up. The south-of-Geary gentrified 'hoods have all been (relatively) recently redeveloped, so they're looking fresh. Meanwhile, much of stock in Russian Hill, Nob Hill and North Beach is rental, and since these neighborhoods have been so popular for so long, often with rents stagnating due to long occupation, the owners have little reason to spend money fixing them up (let alone adding amenities like washers and dryers).
