It depends. In the areas serves by Hetch Hetchy, it is soft water. EBMUD is middle of the road. Santa Clara Valley WD sources hard water. Others vary. The main factors are how much well water is used and for surface waters, where it is drawn from.

I don't think anywhere in the Bay Area has truly hard water. Maybe when comparing the local water to other local water. If anyplace in the Bay Area can be said to have hard water then the water where I am right now must be titanium!

I never heard of people needing a water softener when I lived in the Bay Area, neither did I hear of people saying that they had big problems with clogged up pipes due to minerals. At the same time, I know I had to periodically clean minerals off of faucets. So I imagine that it is some where in the average range. But I'm sure it depends on the source of the water, which is different in different cities. I imagine any plumber would know this.

At one point many homes on SCVWD systems had softeners. But the health concerns about the sodium prompted many people to remove them. SCVWD water got softer when the South Bay Aqueduct came on line and diluted the mineral content of the well water.

Here on the Peninsula and in the City, we are on Hetch Hetchy for the most part and have almost no well water in our mix. It does tend slightly alkaline though. And once they started the Chloramine, it made it less pleasant for both drinking and washing/bathing. I can smell the NH3.
