The general urbanscape of San Leandro, Hayward and other coastal East Bay communities is the ugliest I've yet to see in the United States.

Housing styles in that area are absolutely hideous, and lots of homes appear to have burglar bars on the windows. Yards tend to be very unruly-looking, and it seems like every household sports a brown lawn. All of this gives even solidly middle-class neighborhoods a very rundown look and feel.

Also, it appears as if most of the roads and parking lots haven't been paved in years.

Not my cup of tea.
Ha. You really need to get out more. The 'bad parts' of San Leandro and Hayward look like a lot of places in Southern CA like El Cajon, Downey, or Norwalk. The San Leandro and Hayward Hills are beautiful and come with hefty price tags.

You've obviously never been to the really bad parts of Philly, Chicago, Detroit, Baltimore, St. Louis, etc.

I agree. "Bad areas" to some are just areas that aren't 90% white people.

Not every place is going to look like lamordia.

Where I am is about 1/3 white, 1/3 Hispanic and 1/3 Asian and crime is low. Especially compared to areas in the same price range in the Bay Area. But because the population isn't all white it is seen as a bad area.
