There are plenty of residential areas that are lovely places to raise kids in SF if you have the money...in fact many neighborhoods that aren't super accessible by BART pretty much have this vibe. I think generally people think SF is dirtier than it is because they never go to the nicer residential parts.

The inner Richmond and Sunset, Laurel Heights, Presidio Heights, Noe Valley, and many other neighborhoods PP mentioned.

Aside from the cost of real estate, I think one extra wrinkle is that wealthier families would like to have the money to send their kids to private school in case they lottery into a school assignment that is unacceptable to them. Many wealthy families do send their kids to public schools, but it involves dealing with a degree of uncertainty that you don't have in other bay area school districts.
