We can't do this because the city will not allow you to construct off-site. It has to inspect every step of the building process. If you install a room that was manufactured off-site, the inspector will tell you to dismantle the wall and remove all the insulation and electrical; so he can see that the framing is correct. So why bother?

Also, it is impossible to mass produce anything but the most basic building materials in US. Every county has its own building codes, so it is not possible to mass produce (say, a room) that satisfy every single building codes in this nation and it makes no sense financially to manufacture 3,000 different types of room, one for each county.

Imagine if every county has a different safety code for cars and it's so complex that a company like Honda cannot possibly manufacture a generic car that passes all the different safety codes. To have a car you then have to buy the parts individually and hire a professional to assemble it for you while the city inspects each and every steps of the assembly. Imagine how expense a car would cost. That pretty much is what having so many different building codes are costing us.

The people who complain about CA building codes never complain while the earth is rumbling.

I'd be happy with 5 years. It seems most projects take longer than that to work their way through the development pipeline.

SF is anti-building, the unions wouldnt have it and i doubt it could withstand a major earthquake
