what type of people generally live in San Leandro area ? how are the houses?
The area seems pretty cheap in regards to the rest of the areas around the bay area.

It depends somewhat. The area around the San Leandro BART station is basically East East Oakland, there are pockets of niceness and pockets that look sad and neglected. The housing stock has a lot of 1920's and 1930's bungalows that may not be up to code and may have badly settled foundations which need replacement. Go into the market, but do so carefully.

It varies... you have higher priced homes in the hills like Bayovista and you have homes next to the railroad tracks... both old and new..

Estudillo Estates has some very well maintained older homes...

There are also homes near the San Leandro Marina... some have large or very large lots and a few even are waterfront...
