Default Woodmont Apartment vs Harbor Cove Apartment

I'm looking for an apartment near my working place in redwood shores ( I can't drive). I'm now interested in these two apartments.
Has anyone lived in the Woodmont Apartment in Belmont or the Harbor Cove Apartment in Foster city? There is an application fee, so it's better for me to know whether it's worth renting before I apply...Any suggestion or advice on them is appreciated.

Well, they're each on the busiest roads in their respective towns. They're also both older buildings from the '70s. Don't get me wrong - I live in an apartment from the '70s, too - but I don't pay that much for it. These will only seem like a deal in relation to other big complexes like Archstone; I've always preferred the lower-profile complexes that don't spend a lot of money on advertising, and instead just use Craigslist.

I know they are a little expensive, but usually cheap apartments are far away from public transit. I don't have a car so living in those apartments will be inconvenient for me...
There are not much housing posting about belmont or foster city on Craigslist. I checked a few cheap ones of them on apartmentrating.com but seems they have bad reputation...So I would rather to pay a little higher for apartment with more convenient transportation as long as the apartment is god in sense of management quality.
Do you know any cheap apartment close to public transit?

If you decide to move to Harbor Cove, try to get an apartment that faces east toward the lake.

You'll appreciate the view and the cooler temps on the warm afternoons.

San Mateo County's public transit system sucks. It won't take you where you need, the 390/391 buses don't run frequently enough and as a result take forever, Caltrains are an hour apart on the weekend, and the whole layout of the system basically forces you to live close to El Camino Real if you want to get anywhere before you turn old and gray. With that said, you can get from the Ralston/Alameda de las Pulgas area of Belmont to Redwood Shores on the 260 bus in about fifteen minutes.
