A bit of a tangent, but there is a good column by Herb Caen about what makes a city, and it isn't population: A city is like San Francisco, not a faceless 'burb - SFGate

That being said, the city of SF, if you look at the city planning documents is indeed planning for the city to reach over a million by at least 2040. Much of it comes from, as other posters have said, the conversion of most of the depressed industrial areas into housing.

will it reach a million? Who knows? A lot depends on families moving to the city and that isn't terribly likely. Of course if you are talking 30 years from now, maybe, but certainly in the foreseeable future it isn't going to come close to a mil. the demographics are just not there. San Francisco is totally different in many ways, from other major American cities. The city planning documents might say it will, but they have been known to be wrong.

I don't know who asked about SD. Certainly wasn't me as I used to live there and know that info. When I asked about Seattle, it wasn't whether or not it would happen soon but if it were possible. I'll tell you this much, it will probably catch up to SF sooner than most people think considering it as large as Albany, Berkeley, Emeryville,Oakland and piedmont combined but is only dense near downtown.

With all the new beehives going in, who knows?

Of course, to really get serious about packing 'em in they'd have to overcome some serious NIMBYism in "new frontiers" in the Outer Lands. That said there are certainly a few condos popping up as redevelopment sets in. When a block of mom and pop businesses bites the dust, it always seems to be replaced by condos / apartments.
