the penninsula reffers to san mateo and san fransisco counties all though the city and county are often reffered to in their own right. so typically the penninsula means the suburbs of san mateo county.

^^^ Pretty much. Geographically the peninsula starts at Mountain View, but most people would group that with Silicon Valley. Redwood City, San Carlos, Belmont, San Mateo, Burlingame, Millbrae, San Bruno, South San Francisco, and Daly City are all like ducks in a row.. just go north on El Camino Real.

for what its worth if i were in the Op's position i would consider the penninsula after the east bay and the north bay (vallejo area). i would not recomend the city, silicon valley, nor the suburbs in the east bay given the criteria the OP listed.

Yes - San Carlos, Belmont, Redwood City and (sorta) San Mateo are considered the "mid-Peninsula." That's the area I'm most familiar with, since I grew up there, and it's mostly a very nice place to live! I especially like SC, particularly up in the hills above Alameda de las Pulgas.

Richmond more affordable than Pittsburg? Pittsburg is safer than Richmond and you can get a 4 bedroom brand new house in the 400s.

pittsburg is less affordable i think. granted you can get more bang for your buck out that way...but there is a large stock of the housing that consists of large 2500-3500 sq foot homes that go for well over 500,000 bucks. richmond on the other hand has alot of older less upkept homes that are of similar or less worth than a tract home in pittsuburg.add that in with the abundance of apartments, condos, and various section 8 and housing projects and the tilt for being "more affordable" definatly goes to richmond.

Asians have a far greater presense, especially in the more affluent portions that border 280.
