How often do daytime highs in S.F dip into the 40s during the months of December, January, and February ?

Never. Lows, on occasion. Not highs.

It's pretty rare. The same blanket of fog that makes for such miserable summers at the beach also keeps it warmer during the winter, such that the average daily high temperature in December is around 58 degrees. Daily Averages for San Francisco, CA

yeah, not ever during the daytime. In the high 40's maybe overnight a few of nights a dec. jan. feb. mar. but winter in SF is rainy alot and it tends to stay in the 50's overnight for rain.
And there is always that wacky microclimate ossue of SF, so some neighborhoods are warmer, but no one ever gets 40's in the daytime.

In case you don't know - there's a site Welcome to Weather Underground : Weather Underground where you can access historical data from thousands of amateur weather stations throughout the country. For example, here's a station in San Francisco:

As you can see, this particular station has recorded daily highs in the 40's once in December '07 and four times in January '08.

Like most places on California coast, San Francisco is a place of microclimates. The weather in Castro is not the same as the weather on Russian Hill, and neither has much resemblance to Oakland or Fremont.

San Francisco is cold most of the year especially at night. You can't look at weather reports either because it could say full sun on weather.com but fog will roll in ONLY over San Francisco, and when you combine that with the air from the Pacific Ocean, it feels like it's 30 degrees. Basically my point is, if you are a warm bird, don't count on summer being warm because 90% of the time it won't be.
