Well, if you don't have a choice, then you don't have a choice. Just experiment a bit, and learn all the routes. You could take 680 to Mission (South) to 880 N and cross the Dumbarton Bridge, which moves well, and cuts 101 out of the picture without adding on the bad stretch of 880 through Hayward, at the expense of a $4 daily toll. You could also move to Livermore, and take Vasco Road to get back to Pittsburg instead of 680/4, though 580 has its own problems.

You might also try heading north on I-280 and cutting over to the East Bay via the San Mateo bridge. I would take this route when I go meet up with my wife at her office in downtown Oakland. Cutting through to I-580 via Jackson and Mission, the trip from Palo Alto to I-580 would take me around 40-45 minutes, but I would usually leave the office around 4-4:30pm. I don't know how much longer the rest of the trip would take.

580 and 13 would be a breeze in that direction, but 24's Caldecott Tunnel can be a problem.
