also check out old oakland and jack london square.you might be able to get a nice condo or rental in your price range.seriously someone who is living in the tenderloin should feel very safe near lake merrit ,the hills, jack london square or old oakland.these areas are much safer than the tenderloin.i don't know any nice areas in oakland where you can live in a single family home for a $1000 or less mortgage payment

baybook, how would the op know if someone is a current resident or not? Or if someone moved for positive and or negative experiences? Any poster should get feedback from all angels, and visit and make a decision for themselves and not base decisions from feedback they get from strangers on the internet.

Does Oakland have any great views of the mountains?

If you live in the hills you have a great view of rolling hills and the bay.

The East Bay Hills have some of the most dramatic views in the country.

You might also try Alameda, b/c it's pretty cheap and centrally located. The major drawback is that Alamedia is an island, and disconnected from BART (mass transit is big in the bay area). It also seems kind of sleepy when I go there, so if you want to be right in the action it's probably not for you.

Trover, is Alameda now cheap? I thought it was still just as expensive? The BART thing is one of the reasons I didn't move there. But it is a pretty cool place.
naomisday, you should reference your comment to the OP. I've lived in Oakland for many years.

West Alameda is cheap(er)---but still not cheap by a longshot. Unfortunately, that's also the end where you have to brave the tube and where you're pretty far from BART (though there is a Transbay bus). The East side is still pretty expensive, IMO---certainly moreso than most parts of Oakland.
