I am by no means a scholar of Oakland politics yet -- I'm still a newb -- but the one thing I think could really save Oakland is a new A's stadium near downtown. I am from Cleveland and the revitalization the city saw was amazing when Jacob's Field went to a centrally-located downtown spot, they moved the Cavaliers from Richfield (30 min south of Cleveland) right next door to Jacob's Field, and rebuilt the Browns stadium.
In my short time here in the East Bay, when I go to an A's or Warriors game out in East Oakland, I don't know anything around the complex so I don't stop for food, I don't grab a beer after the game, I don't do dinner before or after the game -- it's the best location to make guests pay $15 for parking, but it's the worst in terms of giving back to the community.
I don't know of locations where they could put the new A's park but I think it's definitely something to look at/invest in.

You're not alone. I'm from EOakland and I don't go to or know of many places to stop around the coliseum. Except for maybe the sports by at the Hyatt(?) by the Airport

85% of Oakland's Budget goes to Employee Salaries-of which the Police take by far the biggest chunk.

How is the municipal budget related to whether or not the area as a whole can support a franchise?
Are you saying that major league franchises need welfare assistance?

1. Public image of the city influences attendance. Why do so many people in the 680 corridor go all the way to Giants games instead of the Coliseum? That's anecdotal evidence, but I've still seen it a bit.
2. Laying off a bunch of cops in an era of much-publicized violence only worsens the city's image. Why would a business be unaffected by its location?
3. They are not in a position to broker a deal (land acquisition, etc.) with much bigger needs weighing overhead.
