Look into affordable housing options (below market-rate rents for low-income families) in San Jose, and surrounding areas.

What about Hollister? It's cheaper than Gilroy, and certainly cheaper than San Jose! I worked there for a couple of years, and it's actually a very under-rated town IMO... the people were mostly warm and friendly, housing is "affordable" by local standards, and crime isn't a huge problem as far as I could tell. I'm not sure about mobile parks/spaces there, but it would be worth investigating. As for commuting to San Jose, it would take about 40-45 minutes in light traffic, and 60+ during rush hours. Unfortunately you'd be going in the direction of heavy traffic, so if your hours are flexible that would help a lot. I commuted the opposite direction (SJ - Hollister) during off-peak hours, and it was an easy 40 minutes each way. I drive pretty fast, though.

P.S. While their population might be considered medium-sized in most states, I think we'd consider it a small town; it does have the small town feel, at least.

Gilroy and Hollister are pretty cheap, but they are really boring and are situated in the ugly dry yellow-brown hills of the South Bay. Stay away from Cupertino or Sunnyvale and those other types of suburbs; they are very expensive.

If you want a mobile then you might as well try to get it in San Jose. There are a lot of inexpensive parks with cheap space rent.

I also thought of Hollister. No cheap, safe places closer to SJ that I can think of.

I think of Gilroy as cheap. Morgan Hill seems nice and less expensive also.

For something prettier (i.e. not brown hills like a PPer said), what about the Santa Cruz mountains? Scotts Valley or Boulder Creek?

I think any of these options will make for a hideous commute to SV if you had to do it daily, though.

Gilroy is not cheap any longer and Morgan Hill is quite pricey (bedroom community). Hollister is probably the only choice.

I suppose it's all in what you compare it to. As I work on the peninsula, but cannot live anywhere on it due to the insane housing costs, they seem cheap to me.
