The ones south of Downtown, they're ready to move in. The ones in East Side I didn't check, but some of them are really small, under 1000 sq ft, so it's most likely some of them are also ready to move in and has a low price due to the very small size.

Downtown San Jose is the 2nd worst big-city downtown I've visited in the country after Atlanta.

I moved to downtown from the East Bay/San Francisco 9 years ago to attend SJSU. I was pleasantly surprised to find out how dense, diverse, interesting, and vibrant downtown was...as someone not from the South Bay I really wasn't expecting too much. Living with several other students in a gem of a house in Naglee Park was an architecture/history buff's dream. On my walks through the neighborhood I'd sometimes feel like I was back in Berkeley. Downside is compared to the rest of the US it is indeed costly here. Compared to Oakland and SF rent though? It's better at best, and the same at worst.

I meant to move back to SF or the East Bay in 2012 when I graduated, but that was the month the rents tripled overnight.
Now I live in subsidized housing with 90s rent just on the other side of 280 from the South University Neighborhood, which is historically a part of downtown, until 280 severed that section of the old city– It's still just all Victorians, adobes, craftsman bungalows from 1910-20, old canneries, a diverse group of middle-working class folks and artists, and of course, the prostitutes that promenade 1st and 2nd street. I guess I'm getting a dose of my bohemian dreams down here rather than in SF. Sure there's not QUITE as much culture flying in your face all the time as it does an hour north, but in a way, I like that I have to walk around and really LOOK to find things. It makes finding the surprising gem that much more fun. And there aren't hipsters spilling out of every taqueria which is nice. Seek and ye shall find.

Actually downtown is like 80% people under 25. It is quite affordable, and that demographic is more willing to do what they need to do to afford it. I shared a one bedroom apartment with two guys when I lived downtown. I can't wait to move back to downtown San Jose.
