I have no bodily damage as the car was parked. They said the under/uninsured coverage won't apply as they don't know who the other driver is. The police wouldn't come out.

I agree with the other comments above. I just haven't known what to add. It's happened so frequently, I'm almost in favor of a big brother solution of letting your valid drivers license start a car with a cross check that it's been registered and insured, but there's no way the government is going to get that right, and a lot of opportunity for them to use it for some other means.

I guess the only thing to do is try to be a good samaritan if you see it happening and hopefully these people can pump out license plates for the state for a few years and learn from the experience.

Perhaps it's time to install a dash cam? People in many other countries have these.
