A lot of these high-power lines (most of them) are uninsulated/bare. Insulated only by the air around them. Not like wiring in the house, which has insulating sheeth around it. Over residential areas....they might have insulation, depending on regulations, one has to be sure about what kind of line they're dealing with.

Those lines they're crawling on are definitely bare. All of them. He connects to them with the clamp.

I grew up with 220V electricity and as a kid, used to test if there's power by sticking bare wires into jacks and feeling the jolt... Over a residential area like San Jose they probably do run them insulated in case they go down, too much risk/liability, but nevertheless...

It's a matter of regulations (federal or state), not a matter of choice by PG&E or any other company. If regulations require insulated here, they'll be insulated. These are questions to legislators, not to PG&E.

They're sued by 35 Paradise area families right now (from what I learned one of these families has vast experience chasing lawsuits, I mean the one related to Pulga, I believe weren't even physically present when fire started, if I'm not mistaken they're a part of this lawsuit...yes sure, make a choice to live right under the high power lines/buy with lines already in place, then sue...these aren't poor people, to put it mildly, I guess can't afford insurance for their unorthodox buildings). Any such money should go to those who really NEED them, victims, there's life and health loss, and people left with nothing.

It's not proven yet PG&E line issue was the cause, but it's stated as likely from investigation done so far.
Federal judge in SF had issued an order to PG&E to explain some things, and they just did. Investigation is not complete. A lot of info on google.
