That's subjective. It's better to visit yes, but not necessarily to live in. I love visiting SF but have zero desire to live there.

If you're going to make generic statements, you should give examples as to why.

San Jose may be somewhat boring, but I hardly think that automatically makes SF so much better. SF has crappy weather, far more crime, a serious and growing homeless problem, and even worse budget issues than SJ to name a few things.

Personally, I find SJ to be much more liveable than SF, but I'm not going to go so far as to say that SJ is better than SF.

San Jose has great malls & places like Santana Row . For this shop-a-olic who is currently and unhappily living in Santa Cruz, it means I drive over the hill at least once a week.
