What makes you think a gun won't shoot underwater? A bullet contains all the necessary chemicals including an oxidizer so it doesn't need air to explode. A semi-automatic pistol will usually jam after the first shot because the gases don't operate the ejector right.

I'm not saying it is a good idea, and I'm not saying there isn't a chance that the barrel may explode. It's lethal range will be reduced too.
