According to old Sarasota newspaper stories from 1997 there was a landfill in North Port and a Maggie Gamez was voicing concerns about it.

Hello Nancy. 80% of the City of Boston was/is built on a Landfill. Every time a new building in Boston breaks ground the fill items found are incredible. From cars to antique artifacts. Maybe some day they will finally find Jimmy Hoffa
I'm not defending HC, but if there was a major problem I would think it would have been taken care of a long time ago.
