We're talking about the cost of homeowners insurance in Florida. Insurance will be cheaper in most cases on a newer home. Building codes have changed over the years in Florida. Each time the building code changed, they added hurricane/windstorm related enhancements. The insurance companies usually give better rates for these homes.

We are considering purchasing a home, renting it for two years, and then moving into it ourselves.

Will we be able to claim the homestead exemption when we move in? Will the 3% cap start where taxes are at that point or on the original value?

You can file for homestead exemption once you personally live there more than 6 months a year (once its your main home). The value cap would start at that point.

The Sarasota property appraiser's website has an excellent page that explains homestead exemption, who is eligible, how to file, what documents you need to file, etc.
