Default walk/bike path

While driving on McIntosh Rd, south of Clark Rd. many times, I often look to see if anyone is using the walk/bike path on the old RR tracks that so many people thought we needed. I've crossed the path, looked both ways and have not seen anyone walking or on a bike.
Was this another example of a wasted $25 million [$2 million per mile] of tax payer money constructed for a handful of Palmer Ranch residents? When it is used, it seems that they are the only people that can use it since I haven't seen anywhere to park a vehicle. One time I saw a sheriff deputy giving parking tickets to two vehicles parked on the grass on McIntosh Rd. Not only did those vehicle owners pay to build the path, they also paid to use it for an hour.
Meanwhile we're told that there's no money to construct Honore Ave from Bee Ridge Rd to Colonial Oaks Bl. But they did find $2 million to construct sidewalks in my sub division that nobody wanted and nobody uses, except for the occasional dog walkers that like to drop presents on my lawn.

I am not up on the history of Legacy Trail, but over this past weekend it seemed pretty busy at the intersection of Central Sarasota Pkwy and the Legacy Trail with bikers.
