Let me first say that living in Rincon, I'm partial to Rincon. I used to work for Bryan County (Richmond Hill is located in Bryan County) Board of Commissioners, so I do have some exposure to both.
I am not a native of Georgia, having been born and raised partially in a foreign country as an Army Brat. My parents are "Northerners" and they have settled quite nicely into this area and...wait for it...even have FRIENDS here! The notion that people in Rincon wouldn't be nice to Northerners/Foreigners is a little far-fetched. Rincon is, after all, a significant part of the "Savannah Metropolitan Area", and is largely diverse.
I am a Realtor and I sell homes in Rincon, and I have paused to think about my ten recent sales: One couple was from Michigan who moved South for the weather, one couple was from Savannah moving to Effingham for the school system, one couple from Pooler who moved to Effingham for the school system, two couples born and raised in Effingham County, One couple from New Jersey who retired here because Georgia was more friendly to retirees, One couple from Tennessee who had a job transfer, a couple from Washington State with a job transfer, One couple whose primary residence was in Florida but they had family in Georgia so they wanted a second home, and One a military couple transferred from New York - this is all in ONE neighborhood, and I'm sure it's not the only diverse one here in Rincon. Unfriendly to "Northerners"? Apparently not.
Now I'm not saying that everyone IS friendly to Northerners/Foreigners/Anybody that's different - to some extent, you will have narrow-minded people everywhere. But Rincon certainly doesn't deserve the reputation of being hostile.
As far as the comparison between Rincon and Richmond Hill, that's going to be a personal preference. I can tell you that Rincon has a larger retail district, and that the traffic issues are relatively the same. Good luck to you, whatever you decide.

Agreed. The only real difference is that Rincon is in Effingham to the north and Richmond Hill is in Bryan to the south. Thread finished. This one is now nearly 3 years old. I'm sure they've found a place by now.
