My kids and I are only visiting for three days in June. They're ten. Can you share:

the best beaches for kids (mild waves)?

best spot for ice cream?

best playground -- on beach or otherwise?

best activity for kids under 12?

most fun restaurant for kids?

Fun waterpark or mini golf. . . or?

Visit Oatland Island Wildlife Center on the way to Tybee - has animals to look at - Home - Oatland Island Wildlife Center

Leopold's Ice Cream on Broughton St is probably some of the best ice cream in the country.

Minigolf apparently there is some, see Google. Just let 'em run around on Tybee. There is also the Marine Science Center on Tybee with a small assortment of sea creatures to look at. Other kid type things.. hm. Maybe the fort Screven on the north side of Tybee or Ft Pulaski. Neat places for them explore.

I just got back from a week on Tybee. As a group we had two eleven year olds, a nine and four year and a baby. We go every April.
On island the beaches all are pretty tame wave wise. My four year old can handle them no problem.
We don't really eat ice cream but I did stop by the ice cream store by the pier for the kids. They loved it. I never eat it so I can't confirm.
No idea on playgrounds. My kids are happy with just the beach.
Best activity? My kids LOVE Fort Pulaski. Make sure you take the trails out to the water. Our kids love the trails and also going up on the fort walls.
Although it's kind of a tourist trap The Crab Shack is great for kids. You sit outside, there are cats wandering everywhere, holes in the tables for trash barrels and alligators out front. My kids like to feed the alligators. You do it with a pole, no worries.
Also can't help you with the water park/mini golf.

Surf lagoon.com is a new water park in Pooler. Near that is FunZone, which has mini golf, a race track and other games.
Pooler is about 45 mins from Tybee, 20 from Savannah.

I don't know too many kids who don't like chicken fingers - we love Spanky's. There is one on Tybee Island in addition to River ST and the Savannah Mall. Love their fingers and spuds basket!

No need to go all the way to Pooler for mini golf. There's a mini golf course with batting cages etc right on Whitemarsh Island before you cross the bridge at Bull River Marina going to Tybee (near where Williams Seafood used to be). Also, the Flying Fish restaurant right there in the same commercial complex is quite family friendly, affordable and good!

You'll want to take the kids downtown to River Street late one afternoon / evening to see the steet performers, get ice cream and candy and of course, watch the giant ships come in. For a downtown meal, I'd suggest the Pirate's House (a little on the pricey side but a fun experience for kids with pirate's touring the tables going "argh!" and giving out paper pirate hats).
