For a little historical perspective, City Council was talking about double-decking DeRenne from 516 to the Truman back in the mid-90s. The proposal was that the elevated lanes would be for through-traffic, whereas local traffic would be routed to the lower ones. Obviously, that one never made it off the ground. Similar proposals met with similar fates for Abercorn "Expressway" south of the Truman.

Highway projects take a long time anywhere, but in Savannah, they tend to be pie-in-the-sky.

SO HERE IS MV POINT: I don't know why more of these indistrial trucks don't take the 516 > DeRenne > Truman Parkway to the plants just east on President Street, other than the fact it's more out of their way than to go through downtown. But with downtown traffic as gridlocked as it is most days, I can't see it as that big a time saver. At any rate, it seems a simple solution (to me) to REQUIRE industrial trucks to take the 516 > DeRenne > Truman runaround -- at least during certain hours. The problem now is the city has no authority to create or enforce such a rule, because Bay Street is a state through highway. Surely that can be changed?!
Have you checked where the truck route is exactly? It could be that trucks have no choice but to use the route they do as specified by the official truck route which is determined by your local government body.
