Interesting. I wonder how he will engage the people of these affected communities. He isn't pledging to do anything novel. Lock 'em up. How will he stop those who would commit crimes from deciding to commit them in the first place?

As a US Attorney he has several tools at his disposal...

RICO & Federal Gun Laws...

Also the full resources of the US Government, the US federal government has the ability to sit on a case for years while gathering intel on leaders and sr. members of gangs/organized crimes. The DEA & FBI have resources local law enforcement could only dream of, it's like comparing Mexico's armed forces vs. the US in resources alone. A good example is local law enforcement may only have one or two technological experts for wire intercepts and computers, the FBI has several thousand & can task them to support the FBI locally, plus all the new technologies.
