The only goods that require a big rig downtown are construction and physical plant installations. Everything else, furniture, food, clothing, office supplies, etc. could be delivered by horse drawn lorry or a bob-tail delivery truck.

Yes it could but you need to realize, the delivery drivers for most restaurants drive either large box trucks or semi's with trailers to deliver food stores. The drivers have set routes and deliver to more than one location at a time which is why the large truck is needed.

Default economies of scale

I agree that economy of scale dictates the biggest truck to the most stops. I do think, though, that sometimes we have to pay extra to improve our quality of life. It is something we do on a daily basis without giving it too much thought. Cars and trucks that pollute less. More expensive water treatment plants for cleaner water. Power plants that have scrubbers for cleaner air. I would gladly pay a higher price to have a semi-free Historic District.

I suppose that, just because something has been done a certain way, doesn’t mean it couldn’t be changed if money is at stake. I’d sooner see through trucks banned from Bay St. than food delivery to restaurants. Perhaps it could be restricted to certain hours, rather than all the time.

Most of food deliveries are made in the morning before 10:00 am....

Trucks banned from Bay street needs to be done yesterday.

Yes, but the idea of a blanket ban on certain-sized trucks delivering to all businesses in a certain part of town screams "governmental over-reach". The proposal obviously was not very well thought-out. The handicaps it would place on downtown businesses would be such that lawsuits would likely be filed.
